Arkansas River Compact Administration (ARCA)

Hal Scheuerman - KS Representative - Deerfield, KS

Operations Committee

Hal has been a member of the Administration since 2013 when he was appointed to the position.  He graduated in 1973 from Kansas State University with a B.S. in Agriculture Mechanization, since that time he has owned and operated an irrigated and dryland farm near Deerfield, Kansas.

The By-Laws of the Arkansas River Compact Administration, Article I.2. provides that "Membership of the Administration shall consist of three representatives from each of the States of Colorado and Kansas, designated or appointed as provided by the Arkansas River Compact and the law of each of such States, and, if designated by the President, one representative of the United States of America. "

Randy Hayzlett - Kansas Representative - Lakin, KS

Administrative & Legal Committee

Randy has been appointed as a Kansas representative to the administration by five Governors with the first appointment in 1990.  In addition to serving on the ARCA he also serves on several water boards and committees within the State of Kansas, the most recent being the Kansas Water Authority.  Randy owns and operates an irrigated farm and runs a cow/calf operation near Lakin, KS.

Operations Secretary - Steve Witte

State of Colorado, Division of Water Resources

Steve graduated from the Colorado School of Mines in 1978, after which he was employed by the Colorado Division of Water Resources. Has served in various capacities in the State Engineer's office including the Division Engineer for Division 6 and has been the Division Engineer in Division 2 since 1988. This work includes the distribution and regulation of waters within and tributary to natural streams according to prior appropriation and the Arkansas River Compact.


Assistant Operations Secretary - Kevin Salter

State of Kansas, Division of Water Resources

Elected in December 2006 and has worked for the Kansas Division of Water Resources since 1993. He serves as an Interstate Water Engineer with primary responsibilities related to the Compact. He has a bachelor’s degree in agricultural engineering from Kansas State University and a master’s degree in agricultural engineering from the University of Nebraska. He has previous employment experience with a large agricultural processing company and with a small consulting engineering firm.

Federal Representative

James was appointed as the federal representative by the President in December 2014.  James is the President of Otero Junior College.

Recording Secretary & Treasurer - Stephanie Gonzales

Stephanie has been the Recording Secretary & Treasurer for the Administration since she was elected in 2004.  Stephanie serves as the Interim Executive Director for the Southeast Colorado Enterprise Development (SECED).

Rebecca Mitchell - Colorado Representative - CWCB Director

Administrative & Legal Committee

Becky joined the CWCB in 2012, and for five years served as the Section Chief for the agency's Water Supply Planning Section before her selection as CWCB director in July of 2017. Before joining DNR, Becky worked in both the public and private sectors as a consulting engineer. She received her bachelor's and master's degrees from the Colorado School of Mines.


Scott Brazil - Colorado Representative

Scott has been a member of the Administration since 2013 when he was appointed to the position. Scott attended the University of Southern Colorado, graduating in 1994.  Scott owns and operates Brazil Farm and Cattle in Pueblo, Colorado, and has worked for Rusler Implement for over 20 years. In addition, he has served as president of the Arkansas Ground Water Users Association and on the board of the Pueblo County Farm Bureau.

Lane Malone - Colorado Representative

In August 2015, Lane was appointed to a four-year term by Governor John Hickenlooper to represent that portion of the Arkansas Valley in Colorado below John Martin Reservoir, also known as District 67. Lane received his degree in Agriculture Business from Lamar Community College.  He returned to the Bristol area where he currently owns and operates an irrigated farming operation, manages a family seed business, and is involved in a livestock operation with his son.  Lane serves on the Board of the Amity Mutual Irrigation Company, the Prowers County Fair Board, and is also a member of the Lower Arkansas Water Management Association.

David Barfield - Kansas Representative - Kansas Chief Engineer

David Barfield has been a member of the Administration since 2007 when he was appointed Kansas Chief Engineer. David has worked for the Division of Water Resources, Kansas Department of Agriculture in various capacities since 1984 including 15 years leading the Division’s Interstate Water Issues technical team from 1992 to 2007.
